What Program Should I Buy If I Want To Make Reallly Cool Layouts And Enhance Pictures For My Website?

Im thinking maybe photoshop? I want to have a program that i can use to blend pictures together and make cool backgrounds?

Photoshop, Paintshop Pro, Fireworks – those all work.

To get a handle on vector imaging, without the huge cost associated, you can try "the GIMP" as it’s open source (free) and does the same things the costly image editing programs do.
